Mr. Hsien began his efforts in Vietnam as a volunteer since the 1990s, to help disabled Vietnamese that suffered by the Vietnam War. Afterwards, he started to invest in Vietnam in the auto-parts and glass-processing industry. Meanwhile, he worked with the Vietnamese government and local charity organizations as the Director of Chen-Yung Memorial Foundation Inc. Vietnam Office, building 2,400 units of charity housing for poor families in remote rural area. Also, work together with the Noordhoff Craniofacial Foundation, the Chang Gung Memorial Hospital volunteer team and local charity organization/hospital in Ho Chi Minh City since 2000 to provide treatment and surgery to craniofacial children in Vietnam.
