Dr. Huang holds a PhD degree in virology from the Wisconsin-Madison University, USA. He is the Deputy Minister of the Council of Agriculture (COA), Executive Yuan, R.O.C. (Taiwan). Prior to his current position, he served as the director general of the Agricultural Biotechnology Park at Ping-Tung, COA. He also worked at the Animal Health Research Institute, COA, as a Director General and Chief of Biologics Division. He was assistant professor at National Chung Hsing University.
