His Excellency Teofisto Guingona Jr. is former Vice President of the Philippines (2001-2004). Before serving as Vice President under President Gloria Macapagal-Arroyo, H.E. Guingona also served as Secretary of Foreign Affairs, Secretary of Justice, Executive Secretary and Chairman of the Commission on Audit. He was first elected to the Senate of the Philippines in 1987, later becoming majority leader.
